White Pine Innovations is looking to hire a Senior Contract Specialist to support our Department of Defense customer in Alexandria, VA.
The Senior Contract Specialist should be a Subject Matter Expert in Life Cycle acquisitions to support DoD. This position conducts highly specialized, mission-critical procurements for the agency. The SME advises/supports pre-award and post-award contracting functions for a variety of complex requirements, including services, supplies, Research and Development (R&D), and encompasses a mixed portfolio of Grants, Cooperative Agreements, Intragovernmental, Small Business Innovation Research (SBIR) and Small Business technology Transfer (STTR) programs, and Technology Investment agreements.
Roles & Responsibilities include but not limited to:
Serves as Non-Government Advisor to Contracting Officers, Specialists, or Division
Manages the full contract lifecycle for complex systems and R&D programs, from acquisition planning through closeout
Thorough understanding of Federal Acquisition Regulation (FAR) Overhaul and Executive Order 14275
Leads procurement planning, including market research, requirements development, and acquisition strategy for major programs
Develops and executes source selection processes, including solicitation preparation, proposal evaluation, and preproposal activities
Negotiates contract terms, conditions, and pricing, and leads contract award decisions
Performs contract administration, including funding actions, modifications, performance monitoring, and issue resolution
Advises program officials on procurement strategies, statement of work development, and contracting approaches
Applies innovative and compliant contracting solutions to address complex or limited cost/pricing data scenarios
Supports protests and claims
Coordinates with internal stakeholders and external agencies to support contract execution and performance
Basic Qualifications:
S. Citizen with current or ability to obtain DoD Secret Security Clearance
Bachelor’s degree required
12+ years of government acquisition and contracting experience with full lifecycle expertise across complex programs
Expertise in Federal Acquisition Regulation (FAR) including acquisition planning, source selection, and contract negotiation across multiple contract types (including cost-reimbursement and incentive-based)
Strong experience in contract administration, including performance management, modifications, terminations, and closeout
Proven ability to develop requirements, conduct market research, build cost estimates, and prepare solicitation packages
Advanced analytical skills to resolve complex contracting issues and develop effective, compliant solutions
Proficient in cost/price analysis and establishing pre-negotiation positions
In-depth knowledge of acquisition regulations, contract types, and source selection procedures
Strong negotiation skills with senior government, industry, and technical stakeholders
Ability to complete more complex tasks with minimal guidance
Excellent communication and collaboration skills
Ability to travel to support client needs
Desired training certs:
Level III Defense Acquisition Workforce Improvement Act (DAWIA) certification
Certified Federal Contracts Manager (CFCM) certification through the National Contract Management Association (NCMA)
