POSITION SUMMARY:
The Safety and Security Manager (SSM) is responsible for establishing, maintaining, and strengthening World Relief Sudan’s safety and security management system across all operational areas. The role ensures that appropriate policies, procedures, and controls are in place to enable safe and effective program delivery in complex and high-risk environments. The SSM provides analysis, guidance, training, and oversight to support informed decision-making, balancing program criticality with risk management. The SSM reports to the Country Director who retains accountability for safety and security. The SSM reports technically to the Global Safety and Security Manager in Home Office.

ROLE & RESPONSIBILITIES:: 1. Security Systems & Risk Management
Lead the development, implementation, and continuous improvement of the country safety and security framework
Establish and maintain risk assessments, security plans, and SOPs across all operational areas
Maintain and regularly update location-specific risk levels based on evolving context
Establish movement and access protocols linked to risk levels
Ensure risk levels are integrated into organizational systems and tools (e.g., travel approval platforms)
Ensure that approval workflows are aligned with risk levels, enabling decentralized decision-making with appropriate controls
Conduct periodic security reviews and system audits to ensure compliance and effectiveness
2. Security Analysis & Advisory Support
Provide ongoing context analysis and security briefings to senior leadership
Advise the Country Director and SMT on risk exposure, mitigation options, and operational trade-offs
Support decision-making by presenting clear, practical, and actionable security recommendations
Balance program criticality and access needs with risk management considerations
3. Incident Management & Crisis Response
Serve as the lead technical advisor during security incidents and crises
Support the Country Director and Crisis Management Team with:
Incident analysis
Response options
Evacuation planning
Act within delegated authority during crisis situations as required
Ensure timely incident reporting, documentation, and communication
Lead after-action reviews and incorporate lessons learned into systems and procedures
4. Training & Capacity Building
Develop and deliver security training programs for all staff, including HEAT-related content
Ensure all staff understand:
Personal safety practices
Movement procedures
Emergency protocols
Maintain records of staff training, including completion dates and required refresher timelines
Ensure refresher trainings are scheduled and tracked in line with organizational standards
Build capacity of managers and field teams to effectively manage security risks
5. Field Support & Oversight
Conduct regular field visits to assess security conditions and implementation of protocols
Provide practical guidance on:
Movement planning
Site safety
Risk mitigation measures
Support field teams in adapting security measures to local contexts
Identify gaps and recommend practical improvements
6. External Coordination & Access
Maintain relationships with:
Security networks
NGOs and UN agencies
Relevant authorities
Participate in security coordination forums to stay informed of emerging risks and access constraints
Support safe and principled access to operational areas
7. Compliance & Standards
Ensure alignment with World Relief global security policies and standards
Support internal and external audits and compliance reviews
Ensure consistent application of minimum operating security standards across all locations 8. Mission, Vision, & Values
Lead and model an approach to leadership and service.
Foster a culture of compassion, integrity, and excellence across all operations.
Other duties as assigned by the Country Director.
SUPERVISORY RESPONSIBILITIES: The Safety and Security Manager provides technical leadership across WRS, particularly supporting Security Focal Points in the Area Offices and Country Office.
JOB REQUIREMENTS:: Committed to the mission, vision, and values of World Relief
Education: Bachelor’s or Master’s degree in Security Management, International Relations, or a related field
Experience: Minimum 7–10 years of experience in safety and security management in humanitarian or development contexts
At least 3–5 years in complex or conflict-affected environments
Demonstrated experience developing and managing security management systems across multiple locations
Experience conducting risk assessments, security planning, and incident management
Professional Certifications & Training:
Completion of Hostile Environment Awareness Training (HEAT) or equivalent required
Certification or demonstrated experience as a security trainer or Training of Trainers (ToT / QST) strongly preferred
Training in security management, critical incident management, and risk analysis required for senior-level roles
Trauma/field medical training required (e.g., advanced first aid, pre-hospital trauma care, or equivalent)
Technical Competencies
Strong ability to conduct context analysis and risk assessment
Experience designing security SOPs and systems
Ability to translate analysis into practical guidance for field teams
Strong training and capacity-building skills
Experience integrating security systems with digital tools or approval platforms
Communication: Fluency in written and spoken English required;
Excellent writing abilities in standard English required; Arabic proficiency is an asset.
Willingness to travel extensively to field sites, including insecure and austere environments;
Ability to live and work in challenging conditions.
