Position Description:
The Senior Regulatory Analyst serves as a key personnel position at Arlo Solutions, supporting the Transportation Security Administration (TSA)'s Regulatory and Economic Analysis Support Services contract. This role requires deep expertise in federal regulatory frameworks, economic impact assessment, and technical writing to support TSA's Economic Analysis Branch (EAB) in developing, analyzing, and implementing transportation security regulations across multiple modes of transportation.
Clearance: Public Trust
Location: Hybrid / Springfield, VA / One day per week in the office, with ability to attend in-person meetings at the client site as requested
Responsibilities and/or Success Factors:
Regulatory Development and Analysis
Analyze existing and proposed regulations in the transportation security domain with emphasis on requirements mandated by the 9/11 Commission Act, ATSA, REAL ID Modernization Act, and other relevant legislation
Draft regulatory text, preambles, and supporting documentation compliant with Federal Register standards
Support requirements of Regulatory Impacts Analysis (RIA) and Final Regulatory Flexibility Assessment (RFA)
Conduct Small Entity Economic Impact analyses per the Regulatory Flexibility Act requirements, including benefit-cost, cost-effectiveness, risk, regression, and lifecycle analyses
Perform International Trade Impact analyses for proposed regulations
Develop business process plans and maps to execute regulatory actions Public Comment Support
Develop and manage processes for receiving, sorting, tracking, and evaluating public comments via the Federal Register process
Assist with processing public comments through various stages of the informal rulemaking process
Review and analyze public comments and provide cross-referenced indices with summaries of significant comments
Prepare final reports of public comment documents and/or synopses
Draft responses to internal and external stakeholders during public comment periods Technical Writing and Documentation
Edit/format rulemaking documents suitable for publication in the Federal Register in accordance with the Federal Register Drafting Handbook and Government Printing Office Style Manual
Compose process flows, discussion papers, presentation materials, and technical documents
Provide editorial and quality assurance support for regulatory documents and reports
Develop methodology documentation for incorporating risk management into rulemaking implementation Research and Analysis
Conduct research on transportation industry standards, regulatory frameworks, and security practices
Develop literature reviews pertaining to the focus area of regulatory action
Research and identify current state of security and risk on transportation topics
Support strategic and policy-level risk assessment and analysis
Collect and analyze industry data to support benefit-cost analyses; synthesize complex datasets to inform policy Collaboration and Project Support
Coordinate with the Program Manager and Senior Economist to integrate regulatory expertise across deliverables
Prepare high-quality quantitative reports and technical documentation
Participate in meetings and briefings with TSA stakeholders, as required
Contribute to monthly status reports and project plans
Ensure all deliverables meet 95% quality standards with no rework required
Minimum Qualifications Including Certificates:
Eligibility for Public Trust clearance
Bachelors Degree
5-7 years of experience in federal regulatory and economic analysis required 10+ years preferred
5 years of experience in risk assessment and analysis related to federal regulations
Advanced degree in Law, Public Policy, Economics, or related field preferred
Specialized expertise in regulatory composition in accordance with Executive Order 12866, OMB Circular A-4, and the Regulatory Flexibility Act
Demonstrated knowledge of applicable laws and regulations including:
Implementing Recommendations of the 9/11 Commission Act of 2007
Aviation and Transportation Security Act of 2001
Regulatory Flexibility Act
Administrative Procedures Act
Paperwork Reduction Act, and Unfunded Mandates Reform Act
Desired Qualifications:
Experience coordinating directly with clients and cross-functional stakeholders to clarify requirements, align expectations, and resolve issues
Strong organizational and communication skills while managing multiple concurrent initiatives; ability to proactively identify risks, dependencies, and opportunities for improvement
