You will provide analytical support to our clients in solving hard problems in improving access to healthcare.
We are seeking a Strategic Account Manager, Government Programs to lead engagement with state regulatory agencies (DOIs, Medicaid) and shape how network adequacy, access requirements and regulatory oversight are operationalized at scale.
This is a relationship-driven, solution-oriented role focused on building credibility with stakeholders, introducing innovative approaches, and developing scalable frameworks that support state regulators in standardizing and modernizing network adequacy oversight.
Success in this position comes from the ability to build credibility with regulators, create meaningful engagement opportunities, and introduce scalable solutions that improve how adequacy and access requirements are managed.
You will act as a trusted advisor and thought partner, helping regulators and health plans rethink current approaches through standardized frameworks, reporting models, and technology-enabled solutions.

What you'll do:: Build and develop relationships with state regulators and key stakeholders, often where no prior relationship exists
Create meaningful reasons to engage, using insights, trends, and new approaches to network adequacy and access
Lead consultative conversations focused on solving complex regulatory and operational challenges
Develop and introduce scalable solutions, including:
Regulatory filing templates
Standardized reporting frameworks
Repeatable approaches to adequacy and access requirements
Partner with health plans and regulatory agencies to align needs and improve collaboration
Position Quest Analytics as a trusted technology partner supporting compliant, scalable oversight
Identify opportunities to expand engagement through value delivery and insight, not traditional sales tactics
Collaborate cross-functionally with internal teams to support solution development and execution
What it requires::
Bachelor’s Degree in Healthcare Administration, Public Health, or Business or related, Masters preferred
3+ years of experience in business development, regulatory affairs, or employment with a state regulatory agency
Experience working with:
State regulatory agencies (Medicaid, DOI) or
Health plans in a regulatory-facing capacity
Strong understanding of:
Healthcare regulations, network adequacy, or payer operations (preferred)
Proven ability to:
Build relationships with external stakeholders and senior leaders
Translate complex requirements into practical workflows, templates, or reporting solutions
Lead consultative, insight-driven conversations
Experience developing or contributing to:
Frameworks, templates, reporting, or process improvements (preferred)
Demonstrated ability to navigate complex regulatory environments and advocate for process automation and technology adoption
Experience in leveraging data analytics to deliver measurable value and drive regulatory effectiveness
Excellent negotiation, presentation, and communication skills
Experience working at a commercial SaaS company is a plus
Proven ability of solving complex issues
Self-motivated and able to work in a fast paced, deadline-oriented environment
Excellent troubleshooting, listening and problem-solving skills
Customer focused
Works well in a team environment
Able to travel as needed to meet with clients and attend industry events
